First let-s create a new document, i have created an 800×400 px document, and fill it with dark grey color:

Now get an picture from internet, and paste it over your layer:

Press CTRL+CLICK on the picture layer, to make an selection, then press Select->Modify->Expand, and enter 3 pixels. Now with the selection create a new layer (CTRL+SHIFT+N), and fill it with any color you want:

For this third layer, please apply these layer styles:

We will create the glass effect now; create an selection like this:

Now create a new layer (CTRL+SHIFT+N), and fill the new layer with white.Reduce the visibility of the layer to 12-15%.
